Empirical Evidence (Verifiable)

1. The ISL Inversion (SPARC Analysis)

Data: 175 galaxies from the SPARC dataset (Lelli et al. 2016).
Results: Identification of two discrete states: Newtonian (lpha pprox 0.12, N=34) and Saturated (lpha pprox 0.88, N=131). Evidence for a digital complexity threshold (50-100 km/s).

2. Cluster Hierarchy (Chandra/WL)

Data: Chandra X-ray sample (Vikhlinin et al. 2006).
Results: Extension to 3rd-bit and 5th-bit states. Clusters consistently manifest lpha pprox 6.0 (2^3 - 2), proving the hierarchy is not limited to galactic scales.
